The terms "Acts" and "Rules" are fundamental to any legal or regulatory framework. While they are often used together, they refer to distinct components of the law. A clear understanding of the difference is essential for legal compliance and effective governance.

The relationship between an Act and its corresponding Rules is symbiotic. The Act provides the legal authority for the Rules to be made, while the Rules provide the necessary details for the Act to be put into practice. The Rules cannot exist without the legal basis provided by the Act they seek to implement.
